2. I recommend that the Secretary of State approve the appointment.
Background and Argument
3.
The Secretary of State's approval is required under Colonial Regulation 19 for certain appointments and promotions within the Hong Kong Government (HKG) and Hong Kong Judiciary. In practice, the Secretary of State's personal approval is sought only for the most senior positions or if an appointment is likely to be controversial.
4. The post of Commissioner, Independent Commission Against Corruption (ICAC) became vacant in November 1992 on the sudden death of the previous incumbent. It is a high-profile post dealing with some controversial issues. Traditionally, this post has been held by someone who has not previously worked in
