expatriate Deputy Commissioner of Police at the same time as announcing Mr Watson's appointment. They can also point out that Mr Watson's appointment will facilitate localisation within

the RHKPF, which has a far more serious localisation problem than the Customs and Excise Department.

I do not believe that the disadvantages in terms of localisation should exclude Mr Watson since he appears to be the

best candidate. I recommend that we approve this appointment, while urging Hong Kong to bring in a local officer as fast as possible.
