- Mr Michael Leung (a lower-key technocrat) to

succeed Mrs Chan as Secretary for Economic

Services;

- Mr K Y Yeung to succeed Mr Leung as Secretary for

Transport (Mr Yeung has been in a key job as

Secretary for the Treasury.

He was once thought of

as the natural successor to Hamish Macleod as

Financial Secretary.

He will see this move as a demotion and

may decide to resign.)

Mr Donald Tsang to succeed Mr K Y Yeung as

Secretary for the Treasury. He is young, bright

and a rising star, now the obvious candidate as the

next Financial Secretary.

6. None of these moves require the Secretary of State's

formal approval under Colonial Regulations (this is only required for substantive promotions for Secretary grade and substantive appointments: all the above will, in Hong Kong's traditional way, be acting appointments for the time being).

But at the same time that these moves are announced, the Governor would like to announce the substantive promotion of four Policy Secretaries who are at present serving in an

acting capacity. These are listed in the annex. None of these cause us any problem.
