PROBLEM

1.

Forewarning of changes among Policy Secretaries in the

Hong Kong Government to be announced on 2 March. Secretary of State's formal approval required for substantive promotion of four Policy Secretaries.

RECOMMENDATION

That Ministers should take note of the Governor's

proposed reshuffle and that the Secretary of State should endorse the four promotions set out in the Annex.

BACKGROUND

3. Mr Wiggham (Secretary for the Civil Service in Hong Kong) called on me on 22 February. He said that the Governor had asked him to alert us in strict confidence to the fact that Mr John Chan (currently Secretary for Education and Manpower) had decided unexpectedly to resign. Mr Chan has for some years been seen as the front-runner among local officers to succeed Sir D Ford as Chief Secretary when the latter retires later this year.
