4. Each State, at the time of signature or ratification, acceptance or ap- proval of this Convention or accession thereto, or each regional economic inte- gration organization, at the time of signature or deposit of an act of formal confirmation or accession, may declare that it does not consider itself bound by paragraphs 2 and 3 of this article. The other Parties shall not be bound by para- graphs 2 and 3 with respect to any Party having made such a declaration.
5. Any Party having made a declaration in accordance with paragraph 4 of this article may at any time withdraw the declaration by notification to the Secre- tary-General.

AUTHENTIC TEXTS
The Arabic, Chinese, English, French, Russian and Spanish texts of this Convention are equally authentic.
Article 34
DEPOSITARY
The Secretary-General shall be the depositary of this Convention.
