ABOLITION OF CAPITAL PUNISHMENT

THE PROBLEM

On 18 February 1992, following consideration of memorandum BP1___ XCC(92)15 on the abolition of capital punishment (Background Paper 1), the Council ADVISED and the Governor ORDERED that a further submission should be made examining -

(a) the proposition that the current mandatory penalty of capital punishment for murder, treason and piracy with violence, should be replaced by a mandatory sentence of life imprisonment. Reference should be made to the current situation in England and Wales; and
