You might be interested in seeing the enclosed copy of a paper which was given to us recently by the American Institute in Taiwan (AIT) which, as you know, is the equivalent of the US Embassy here. The occasion was a briefing by AIT 'consular officers' of certain friendly 'missions', including ourselves.
2. The point they wanted to make was that Taiwan is perhaps a larger piece of this jigsaw than people had previously thought. However, the bulk of material is based on information gathered in Hong Kong, apparently with the co-operation of the Royal Hong Kong Police Force. This paper may, therefore, already be in circulation but, in case not, I am copying it fairly widely.
3. There is no suggestion of any immediate follow-up action in Taiwan and, as
we have seen with our recent experience over stolen passports, working with the National Police Administration and other Taiwanese security organisations is not always easy. But we did undertake to keep in touch and review the matter from time to time. I shall leave the initiative with the Americans unless advised to the contrary.
