Mr Drummond, Foreign and Commonwealth Office, stated that
they were aware of the problems and pointed out that Nigeria was an important market. It was recognised that great care and sensitivity would have to be exercised in any activity which could be perceived as a "Nigerian group"

DI Saltmarsh, NCIS, summarised the position as the need for
action in a)
investigations, b) prevention and c)
disruption.
Mr Veness then asked for an action sub-group to be formed, stating it should be intelligence led. NCIS indicated they were willing to undertake the lead. Immigration stated they were prepared to provide extra resources. NCIS then undertook to form a sub-group to examine the problem further also the intelligence requirements.
sub-group would comprise MPS, Customs and Excise, Post Investigation Department, Foreign and Commonwealth Office, City of London Police and Department of Social Security. The sub-group would report back progress in due course.

"Fraud and politically motivated crime" on 9th June 1993.
Other subjects were discussed and it was agreed that also on 9th June the MPS would present the topic of "Hong Kong
as it affects the group members during the run up to 1997
and beyond".
