Experience here and elsewhere shows that the single most effective way of speeding the judicial process is by co-ordinating the work of a group of judges under one acknowledged as their team leader with special status and defined functions.
There is a potential conflict between the concept of hierarchy and the judicial function. The independent and isolated nature of a judge's work not surprisingly gives rise to some judicial caution about the advantages of hierarchical systems.
The advantages are, however, considerable and go well beyond improved disposal of business. First, an organized judiciary can better make its voice heard about its needs and its plans. It's Chief Justice needs to know that he can lock to the judicial body for considered advice and cpinion. Although in theory a structure could be devised in which the executive and the legislative continually had the concerns of the judiciary in mind, in the world of today a. judiciary must be able to express itself. Secondly,
organisation brings improved communication. Everyone knows where a particular question should be discussed. Individual judges know that their reasonable concerns appreciated. A suitably formed judicial structure helps to provide certainty, stability, responsibility, consultation and discussion. Experience in the United Kingdom and elsewhere has shown that when such a system is introduced judges work cheerfully within it and appreciate its beneficial effects.....

The plan for delegation proposed here is in keeping with the theme that no proposals for efficiency will have a real impact unless the work of the judges is co-ordinated. Throughout the Judiciary there are signs that a good many judicial officers work in virtual isolation from each other. It is understandable that a judge expresses wishes about the kinds of work he chooses and the times when he will do it but wrong that those responsible for listing should feel bound to accede to
