1. I attach a copy of a letter from Hong Kong in response to my letter of 27 May regarding the timing of amendments to be made to the Letters Patent and Colonial Regulations. You will see that Hong Kong's legal advice is that the amendments to the Colonial Regulations cannot be made before the corresponding amendments to the Letters Patent. However, I understand from Mr Whitney that Mr Herdman has put the re-printing of the Colonial Regulations on hold for the time being. Therefore, there should no longer be any problem over the timing of the two sets of amendments.
2.
I would be grateful for your advice on the point raised in paragraph 2 of Hong Kong's letter about a commencement clause being included in the amended Letters Patent.
