ADDRESS BY MR GOODLAD TO STAFFORDSHIRE DEVELOPMENT ASSOCIATION (SDA), 5 FEBRUARY 1993

1. The Minister was most grateful to you and the others who contributed to his speech to the Staffordshire Development Association. I attach a copy of the final version from which he spoke. Mr Goodlad thought he struck the right note at what proved a successful evening.

We also spoke recently about Mr Goodlad's speech to the Chester City Club on 12 February. On this occasion he will be one of four speakers and will not therefore need to speak at any length. He is content to draw on the attachment as appropriate but would be grateful for any supplementary points you are able to provide relevant to Chester. I believe you are aiming to get this to us for tonight's box.
