Talks with the Chinese on 1994/95 Elections

Welcome start of talks with the Chinese. Victory for common

sense. Hope we can get down to discussing details at the third

round on 21-23 May.

Our aim is to reach an understanding with China on the

arrangements to ensure that the elections will be fair, open and

acceptable to the people of Hong Kong.

It is in Hong Kong's interests that we should have a

cooperative relationship with China over Hong Kong.

We hope

that agreement to discuss electoral issues will enable work to

go forward in other areas.

Airport

We have noted quite encouraging remarks made recently by senior Chinese officials about financing plans for the new airport. We have always said that we are ready to take discussions forward as soon as it becomes possible to do so on

Renewal for MFN for China

Governor had very useful talks with President Clinton and

other senior US leaders. Good appreciation in the US Administration of Hong Kong's position and the serious implications of either non-renewal of MFN or attaching onerous conditions to renewal.

Still too early to say what the President will do, but we continue to monitor the situation closely and to lobby hard on Hong Kong's behalf.
