1.
I submit a brief for the above call. This comprises:
Points to make and some defensive lines;
Background on Mr Cheng, the Hong Kong General Chamber of
Commerce and Inchcape Pacific.
2. I am not aware of any particular issues which Mr Cheng
wishes to raise with Mr Goodlad. The General Chamber has been
in the news recently: at the elections for its Committee,
pro-China candidates swept the board, and Martin Barrow was
defeated. The press speculated that the Chamber will now take a more political role in Hong Kong. If so, it is likely to be in a different direction to that of their representative in LegCo, Jimmy McGregor.
3. Mr Cheng may take the opportunity to urge HMG to press the
US for unconditional renewal of MFN status for China. The
Legislative Council passed a motion moved by Mr Allen Lee
yesterday that 'this Council urges the British Government, on
behalf of Hong Kong, to ask the US Government to renew MFN status for China unconditionally, so that Hong Kong's economic interests are safeguarded'. Mr Cheng is a good friend of Mr
