It has taken rather longer than I anticipated in my letter of 1st December to ascertain the situation on the Cheung Kong Railway. However, after extensive consultation with those concerned, both in Hong Kong and here, we now understand the Hong Kong Government's attitude more clearly.
The current position is that consultations on the Railway Development Study, of which the Cheung-Ma proposal is a part, continue at official level. Certainly the Shatin Public Board supports your proposal, but the process of consultation has to go much wider and is expected to continue until the end of January, when the Government will formulate its strategy. Having done so it will seek EXCO'S blessing before beginning the LEGCO process. As you can see this leaves little time for Cheung Kong to influence those concerned in the Government, and a big effort will be required from your people if you are to achieve success. So far it seems that the Government's first priority will be the Western Corridor Route and its
There second priority the MTR extension to Cheung Kwan O. does not appear to be a need to make further decisions in a hurry as there is spare KCR capacity to serve Kowloon.
