CONFIDENTIAL

I agree with the views expressed by Rob Wright in his letter to Peter Ricketts of September 1992.

Former HMOCS members, including members of the RHKPF, and their dependents in Hong Kong should be in exactly the same position as other British citizens living and working in any other country where HMG does not have a security liaison. This would mean that rigorous investigations would have to be undertaken before security clearance for persons in this category could be approved: I would not rate highly the chances of success.
