HMOCS
1.
I attach a draft sterling safeguard scheme for Hong Kong HMOCS. The provisions of this scheme reflect the agreement reached between the Foreign Secretary and the Chief Secretary, and are consistent, as far as possible, with similar earlier schemes.
2. It is our intention to hold further consultations with the HMOCS Association in late January 1994, and in order to give them enough time to consider the scheme I hope we can send it to them by 20 December at the latest.
3.
I would be very grateful if you would examine the draft and confirm that you are content with it. We may have to make minor revisions after the consultations, but I do not envisage that any major changes will be required. If you could find a meeting with Alan McDonald, Paul Fifoot and myself helpful, then please let me know.
