1. I am preparing the submission to Ministers for sending to OSPA the details of the HMOCS package. As regards the description of the schemes, I see no harm in giving them an unamended version of the compensation scheme although it will be of no benefit to their members. As regards the sterling pension safeguard scheme, I attach a copy of the final version which went to Hong Kong (and which included Paul Fifoot's comments). As you understand the operation of this scheme rather better than me, do you think you could have a go at revising it so that it applies to those who have already retired? It seems to me that an extra paragraph is required (which would be para 4) similar to the existing para 3, except that it would explain how a pensioner's notional pension is calculated; with further details spelt out in a revised paragraph 6.

I do not propose to make any changes to the description of the SPOS amendment (copy attached) unless you advise otherwise.
