It is expected that HMG's consultations with the HMOCS Association will prove extremely difficult on the Sterling pension safeguard issue. The Association may also investigate the possibility of seeking a judicial review against HMG if they cannot secure an improved offer.

It is very difficult to predict how many HMOCS officers would take advantage of a right to retire in 1996/97. Clearly a great deal will depend on how Sino-British relations develop. Current rough estimates put the figure in the range of 30-60%.

HKG LINE TO TAKE

If the HKG is questioned generally about HMOCS arrangements, we shall take the line that this arises from HMG's historical obligation towards HMOCS officers and that questions should be directed towards HMG. We shall stress that HMG will fund the HMOCS arrangements.

If HKG is questioned by HMOCS officers about the package of HMOCS arrangements proposed by HMG we shall take the general line that whilst we welcome early resolution of the HMOCS issue, we cannot endorse all aspects of the package now proposed by HMG. In particular we cannot endorse or defend the offer of a Sterling pension safeguard at HK$21:£1. We note that further consultations will take place between HMG and the HMOCS Association and have no doubt that these issues will be fully addressed in the consultations. We remain committed to an equitable solution of the HMOCS issue and have made our views very clear on this to HMG.

As regards possible pressure to accelerate localisation in the period before the proposed HMOCS arrangements are implemented, it should be noted that studies are being undertaken to examine the interrelationship between the possible HMOCS General Compensation Scheme and our own Limited Compensation Scheme. The aim of these studies is to consider the combined effect of the two schemes on localisation in the Police Force and the Administrative Service.
