"transferred" after the change of
sovereignty. Transfer was a feature of territories for which
HMG was responsible, or at the very least from those
territories which remained within the Commonwealth. On the
general question of transfer I would refer you to my comments
in the attachment to my letter to you of 10 June 1993. I
believe that paragraph 10(1)(b) of the earlier draft needs
amendment. Surely transfer should only refer to an officer
formally transferred to the HCS or DS without a break in
service? Should we not delete the word "or" in line three?
