Secretary of State, proceed on pre-retirement leave before 30
June 1996 should be the date of retirement and not the date on
which they proceed on pre-retirement leave.

The LCS does not cover judges. At one stage we thought of an
LCS to cover judges but the Judiciary was opposed to this idea
