6. As the Governor will not contemplate any further concessions on the sterling pension safeguard rate, a meeting between the Foreign Secretary and the Chief Secretary is unlikely to lead to
agreement on the HMOCS package. But it is an unavoidable preparation for taking the issue back to OPD (K).
7. Our minimum objective would be to confirm agreement on the proposed Compensation Scheme, and to establish that further FCO/Treasury discussions will not lead to an agreement on the other aspects of the package and that a political decision is therefore required from OPD (K). We have an OPD (K) pencilled in for 10 November during the Governor's next visit to London -
primarily to consider the endgame in the electorial talks. I
understand that the Chief Secretary would be available for a
bilateral after 11 October.
