The Minister has seen Mr Ricketts' submission of November. He is generally content with this. He is, however, concerned about the veracity of the statement (in the third paragraph under the Heading 'Pension Protection') about the historic relationship between the Pound Sterling and the Hong Kong Dollar.

2. We have in fact used similar language about the relationship between the two currencies in the past. However, in the light of Mr Goodlad's concern, I have asked HKD to check past exchange rates, particularly in the early 1980s. I understand that you wish to see Mr Ricketts' submission this morning and I am therefore forwarding it now: HKD will contact you direct about Mr Goodlad's observation.
