FOREIGN SECRETARY'S MEETING WITH THE PRIME MINISTER 2 NOVEMBER: HONG KONG

The Foreign Secretary described the position which had been reached on the Hong Kong pensions question, when he saw the Prime Minister on

2 November. He wondered whether some form of collective discussion with the Governor, for example at the end of OPD(K), would be necessary in order to show Mr. Patten that his case had beer fully considered, and a verdict reached by judge and jury.

The Prime Minister was not up to date with the details, but said that he would of course consider the Foreign Secretary's suggestion.

It was agreed that the Foreign Secretary would send the Prime Minister a note setting out the proposed course of action, with whatever background information is necessary. We shall therefore await your further advice.
