ODA SURVEY SETTLEMENT AND SUB-PROGRAMMES
Now that we have
Thank you for your letters of 8 and 12 November. agreed the overall Survey settlement for ODA, I should like to set out my proposals for how this should be divided between our three
sub-programmes.
There are three issues with which we must deal:
the deployment of the expected savings on the demand-led Overseas Superannuation sub-programme of £5/6/5m;
the handling of the Prime Minister's Rio pledge that the UK would provide "new and additional" resources for the replenishment of the Global Environment Facility (GEF). Funds for this will begin to be required
be required from 1995/96;
and
the handling of the Hong Kong HMOCS pensions and compensation package which I have proposed should fall to the Overseas Superannuation sub-programme (my minute to you of 9 November and your reply of 15 November refer).
