Mr. Cartland said he was grateful for being put in the picture. He and his Committee greatly appreciated the efforts made by you and by the FCO to fight the HMOCS corner. He accepted and understood the reasons why we had not brought things to a head during your visit to London. He indicated that an accommodation on a lower compensation factor might be an acceptable bargaining chip if other aspects of the package remained intact. But he was quick to point out that the Association had not at any point been brought into the consultation process on the FCO package. It was not possible to say whether even that package would be considered acceptable, although he was clear in his own mind that anything less would not be.

As far as the membership was concerned, he hoped that their impatience could be contained for about a month or so through the summer break but there would be serious problems if something concrete had not emerged by then. He was undecided whether he would circulate Mr. Goodlad's letter to the wider membership. While the Committee could be persuaded of the good reasons for delay, he feared that a letter which, in effect, offered nothing new might only serve to focus members' attention on the absence of progress.

He wondered whether you might be ready to host a drinks party for ¤MOCS members on your return from leave so that they could feel that they had made their representations to you direct. He indicated that they were unlikely to be hostile to you personally since you were clearly perceived to have been standing up for their interests. You may wish to consider this. But I think much will depend on where we are on this issue by the end of August. My advice would be that we take no decision on sending out any invitations until then.

Mr. Cartland raised one separate point on the Limited Compensation Scheme and where we stood on localising senior civil service posts. Time was pressing and many of his expatriate colleagues in senior posts were becoming uneasy about their prospects 1.e. would they be staying on; if so, for how long; would they be receiving compensation under the LCS; was there a succession plan in place? I understood from Mr. Waters that a draft paper on this is in hand and should be
