HONG KONG: ARRANGEMENTS FOR MEMBERS OF HER MAJESTY'S OVERSEAS

CIVIL SERVICE (HMOCS)

1. I have agreed with Treasury officials that to avoid any

confusion at the meeting between the Foreign Secretary and the

Chief Secretary on 29 July, it would be useful to set out in a

short paper the estimated costs of the various components of the HMOCS package. I submit a paper which has been cleared with

the Treasury.

2. In the light of further discussions with the Treasury, some

minor amendment is required to the note on the background and

present position on HMOCS enclosed with my submission of 26 July

(the changes relate to the cost estimates for the sterling

pension safeguard in paragraph 2 of the note). I attach an updated note and would be grateful if you would substitute it

for the earlier version.

3.

I understand that Treasury officials are including in the

Chief Secretary's brief a copy of the Cabinet Office paper on HMOCS. I attach a copy of this paper in case the Chief Secretary refers to it.
