2. There are, as you recognise, difficulties. Department has disregarded the advice that previous POAS took account of overseas officers who were not members of Turistes who HMOCS and that is one of Judge Godfrey's points. It has also admitted to HMOCS two judges who are over age in order to preempt their making a separate claim for a sterling safeguard. These are not happy precedents.

I give my advice in the form of a reply to Godfrey. have written somewhat extensively and made much of the fact that we do not admit late comers to HMOCS when their expectations of a career must be limited; Godfrey was not appointed until 1986. I have not specifically referred to the sterling safeguard, but it is covered in general terms in the last sentence.

4. The letter should be checked with ODA, particularly the passages in square brackets and, of those, the date for receipt of applications for membership of HMOCS. We were supposed to have checked that notice had been given that the dates set out in the S of S's amendment had been circulated ! Please consult me about any proposed changes.
