Dear Nigel

HONG KONG: STERLING COMPENSATION SCHEME: PRIMARY FEATURES

I attach a list of primary features relating to OPD's proposed HK Compensation Scheme

Scheme for HK HMOCS officers who will be in service in 1996. This should be read along with my comments on Paul Fifoot's latest draft Scheme recorded in my minute of 4 May. I will let Paul have a copy of a traditional General Compensation Scheme (Kenya) tomorrow. This can be adapted to suit our needs.

2. Dave Fish has asked about the timing of our approach to the Treasury over the taxation of these benefits and at what level the approach should be made? See para 2 of Mr Bowen's,(Inland Revenue) letter of 10 May.
