1. I mentioned this morning that Mr Goodlad will be going to Hong Kong in mid-October and that he is likely to meet the Committee of the HMOCS Association.

2.

I attach a draft speaking note for this meeting. As the Minister will need to say something positive, I have included the point that officials have finished work on the outline of a revised compensation scheme. However, Mr Goodlad will not reveal any of the details of the scheme and will point out that it is our intention to consult the Association on both schemes at the same time.

3. Please would you let me know if you are content with the speaking note. If Ministers agree the compensation scheme or any element of the HMOCS package before Mr Goodlad's visit the note will need to be revised accordingly.
