I attach a copy of an article and editorial which appeared in the South China Morning Post on 27 September.
1.
Unfortunately, the article reveals details (mostly accurate) of the proposed compensation scheme which we had until now managed to keep confidential. I do not know the source of the leak, but the intention seems to be to put pressure on
Mr Goodlad to discuss the proposed scheme when he visits Hong Kong later this month.
2.
I have passed a copy of the article to Mr Goodlad's office and have recommended that the Minister should keep to the agreed line if the HMOCS Association press him for details of the scheme (ie he will say that HMG cannot reveal any details until the HMOCS package as a whole has been finalised).
