an article and an editorial which

appeared in the South China Morning Post (SCMP) on 27 September. The article contains accurate information on our proposed compensation scheme for HMOCS officers which, until now, we had managed to keep confidential.

2. There is no harm in HMOCS officers having some idea of the details of the compensation scheme as it will at least impress upon them that some progress is being made towards finalising a

package of benefits for HMOCS. However, we are not in a position to reveal details of any element of the package until

the package as a whole has been agreed by Ministers. If Mr Goodlad is pressed on the compensation scheme by the HMOCS Association during his forthcoming visit to Hong Kong, I

recommend that the Minister should:

-confirm that we have made progress towards finalising a scheme

-say that he cannot confirm the accuracy or otherwise of the SCMP report

-repeat our intention to consult the Association on the package as a whole as early as possible.
