1. In my letter to you of 11 June I mentioned that I had asked Hong Kong to provide revised estimates for the number of HMOCS officers likely to benefit from any Compensation Scheme. I have now received a reply from them which indicates that the number is likely to be about 435 (unfortunately rather more than expected). Attached is a copy of their letter.

In early June the ODA did some calculations on the cost of the Compensation Scheme based on various assumptions, including estimating the number of HMOCS officers eligible for the Scheme at 520. I attach a copy of ODA's calculations: the cost estimates need to be reduced by about 16% in light of Hong Kong's advice.
