HONG KONG: ARRANGEMENTS FOR HER MAJESTY'S OVERSEAS CIVIL SERVICE

(HMOCS)

On 16 April, you wrote to the Cabinet Secretary to say that the

Prime Minister wished the Cabinet Office to recommend a solution

to the HMOCS issue. The Cabinet Office produced a paper on 12 May setting out the background to this subject and the respective positions of the Chief Secretary and the Foreign

Secretary.

The Foreign Secretary has consulted the Governor of Hong Kong on

this paper.

They both consider that a decision needs to be

taken on arrangements for HMOCS as soon as possible. The

Foreign Secretary would therefore be grateful if the subject

could be included on the agenda for the OPD (K) meeting on 1 July

and if the Cabinet Office could be asked to circulate their

paper to OPD (K) colleagues in advance of the meeting, as background for the discussion. The Foreign Secretary proposes

to minute to OPD (K) colleagues shortly, setting out a possible

solution.
