HONG KONG: ARRANGEMENTS FOR MEMBERS OF HER MAJESTY'S OVERSEAS CIVIL SERVICE (HMOCS)

Problem

1.

The Governor has asked for the HMOCS issue to be discussed

at OPD (K) on 1 July.

Recommendation

2.

I recommend:

(i)

(ii)

a telegram from Mr Goodlad to the Governor

setting out the political risks as well as the

advantages of seeking a decision from OPD (K), and

underlining the need for us to show some flexibility on the substance if we are to secure

a settlement at OPD (K).

If the Governor confirms that he wishes the issue

to go to OPD (K), that No 10 be asked to include the Cabinet Office paper on HMOCS on the OPD (K) agenda, and that Mr Goodlad should as he proposes make a round of other OPD (K) members to explain the issue and put our case.

We would then submit

a short minute from the Secretary of State to

OPD (K) colleagues setting out our case briefly in

political terms.
