It might therefore be wise to dampen officers' expectations by making clear to them that we do not expect to be in a position to make an announcement within the next two months, and that we cannot at this stage give a definite date for an announcement. A suitable opportunity would be Mr Goodlad's reply to a letter from Mr Cartland of 4 June. The trick, however, will be to convey this message while at the same time being sufficiently positive so that we do not undermine Cartland's position. We are faxing to you a copy of Cartland's letter and our proposed draft reply, and would be grateful for comments.
