We are in the process of finalising a draft HMOCS compensation scheme (drafted by our legal consultant) which I will send to you for comments in due course. In the meantime, it may be useful for the purposes of our meeting on 16 June for you to have a list of the primary features which will be included in the draft scheme. A list of these features, which follows closely as possible traditional compensation schemes, is attached. I do not think we will need to go through them individually on 16 June but it may help to give you some ideas on how savings could be achieved. One idea which we have is for all payments to be made on 1 July 1997, thus removing the need for the 5% addition to reducing balances and the need to take account of subsequent promotions.

2. I have asked Hong Kong to update the figures for the number of officers likely to be eligible for compensation: they are refining these figures and it looks as though the number will be around 380 which is rather less than the earlier estimate. The ODA are doing some revised costings which should be available at the meeting.
