Overseas Civil Service (HMOCS)

The Secretary of State was grateful for your submission

of 19 May with the clutch card for use with the

Chief Secretary. In the light of the advice in your

151 submission on the Governor's position, the Secretary of State believes there is no immediate prospect of a deal with the Chief Secretary. He has therefore decided to leave speaking

to the Chief Secretary for the time being.

I gather that Mr Goodlad will be visiting Hong Kong soon, and will have an opportunity to discuss this with the Governor and with the Chairman of the HMOCS. We might consider how to take this forward after Mr Goodlad's visit.
