1. Thank you for the draft Peter Ricketts' submission on the amendment of the Special Regulations. I suggest the following addition. Insert before the first sentence of paragraph 3:
2.
"The particular reason why such an amendment is required in respect of Hong Kong is that, unlike other dependent territories where expatriate officers ceased to be eligible for appointment to the pensionable
establishment at a comparable stage and therefore ceased to be eligible to apply for membership of HMOCS, certain expatriate officers in Hong Kong will continue to be entitled to transfer to the pensionable establishment. Unless the amendment is made, such officers would, on transfer and if they had satisfied certain recruitment qualifications, be eligible to apply for membership of HMOCS. Officers in Hong Kong have had sufficient notice of our intention to bring recruitment to HMOCS, with its eligibility for compensation and other benefits, to an end."
The amendment may be printed on blue paper.
