Thank you for your letter of 16 April 1993 about the Prime Minister's meeting with the Foreign Secretary and the Governor of Hong Kong, at which the Governor raised HMOCS.

The Governor has now written with a further assessment from Hong Kong of the risk of judicial review and the timescale in which a solution is required. letter of 20 April, which is addressed to the Prime Minister, is enclosed. The Foreign Secretary has seen the letter and agrees with the Governor's position.
