your Committee has been informed that the package of proposals for Members of HMOCS in Hong Kong will include provision for a revised compensation scheme, improved SPOS and a a sterling pension safeguard. Your Committee has now been given to understand that a decision by HMG on these arrangements is imminent. In line with procedures adopted last year, we expect that HMG will ask the Secretary for the Civil Service to circulate the proposals to all HMOCS officers in Hong Kong with a formal copy to your Association; a small team of UK officials would then visit Hong Kong for discussions.

When the proposals have been circulated the Committee intends to seek Members' views at an Extraordinary General Meeting which we hope can be held in late April before the arrival of the UK officials for discussions. I shall advise the date, time and place of the meeting as soon as possible.
