The Foreign Secret ary was grateful for the Chief Secretary's letter of 20 April.

During his recent visit, the Governor of Hong Kong raised briefly with the Prime Minister and the Foreign Secretary his concern over the lack of progress on HMOCS. PS/No 10 has now told us that the Prime Minister has decided to invite the Cabinet Secretary to put in hand work among officials leading to recommendations for a solution.

The Foreign Secretary was grateful for the Chief Secretary's offer of a further meeting. The Cabinet Office will wish to explore the issues first at official level before framing recommendations. We should be in touch again once

that work is completed.
