Secretary of State to decide all questions of Interpretation of the Scheme
Any question relating to the interpretation of this Scheme, including any question as to what shall be deemed to be the salary point and grade as at 1st January 1992 of a grade established or existing after that date, shall be determined by the Secretary of State.
