For all currently serving HMOCS, the average conversion factor comes out at Hong Kong $21.7 to the pound. If all the potential HMOCS serving in the police force had decided to transfer to HMOCS status, then the average conversion factor would be reduced to Hong Kong $21.1. As we now know, only about 35% of the potential police officers have so opted, and accordingly the weighted average on the favourable basis would now be approximately Hong Kong $21.5.

We are reasonably satisfied that the approach adopted is not unfair to the Hong Kong HMOCS, especially in view of the in-built bias in the calculation. There is some variation in the effective ratio on a grade by grade basis. For the administrative staff, the range of effective conversion factors is from approximately Hong Kong $23 for the lower grades falling to a factor of about Hong Kong $18 for the highest grades. For officers in the police service, the range of effective conversion factors is from Hong Kong $21 to Hong Kong $16. Since, it is generally only a small minority of the higher grade officers who might merit conversion factors at the lower end of the range, the simplicity of a single average figure has much to commend it.
