The Prime Minister has asked the Cabinet Office to recommend a solution to the HMOCS issue. As a result, I have been quite heavily involved this week in meetings with the Cabinet Office and in providing them with information. I hope however, to be able to devote time next week to the Safeguard Scheme.

3. There is one point which I might clarify at this stage. It is our intention that the safeguard for officers who have already retired should apply to a notional pension recalculated according to the officers' equivalent salary in 1991/92. While this arrangement may involve HMG incurring liability, we believe it to be a fair arrangement and intend proposing it to the Treasury.
