is most important that you bring out briefing you are asked to prepare for either the Secretary of State or the Prime Minister, that the principles underlying the *Wo Schemes are established and well understood before question of the exchange rate is addressed. It is self-evident that the mechanics will need to be explained in fairly simplistic terms, if we are to achieve our objective. Could I suggest that get together to discuss the issue in greater detail before any submissions are prepared?
