I am writing

to

express the Association's concern about the requirement at paragraphs 5 7 of the 19 January 1993 Statement by the Secretary of State that officers have to decide before 30 April 1993 whether or not to buy back pensionable service for the purpose of any Hong Kong HMOCS compensation scheme.

In the absence of any details whatsoever as to the terms of the compensation scheme, and related arrangements, our members consider it inequitable that they should be obliged to make decisions which you acknowledge in paragraph 2 of your letter of 21 January 1993 are important, and which could have significant financial and personal implications for those affected. They are in effect being asked to commit their own money without knowing the value of the compensation they would be buying with it. Nor can they plan to phase their payments without knowing the appointed day for the compensation schene (para 6 (iii) of the statement. These requirements

Members of the Association are becoming increasingly frustrated by the very significant delay in bringing forward detailed proposals for compensation arrangements. Until these are available, and have been duly considered, we urgently request that the Secretary of State suspend the deadline for buying back service so as to allow Members a reasonable period to consider the implications of the scheme in this regard.
