the Chief Secretary's letter. We are also under considerable pressure from OSPA to introduce this amendment: it would be very difficult to present a package of measures which did not include it. I would therefore be grateful if you would let me know the Treasury's present thinking on this amendment and whether you see it as an element to be included in any package to be presented to the HMOCS Association at the next round of consultations.
