UN SANCTIONS AGAINST IRAQ: EXPORT OF ELECTRIC WIRES (CABLES) TO IRAQ

Please refer to your letter of 14 October.

The United Nations rules on the shipment of goods to Iraq are very clear.

UN clearance letters are only issued through the state from where the goods will be finally shipped to Iraq from. If Laneford wish to ship goods from China they will need to apply through the Chinese Government. For us to apply on your behalf we would need to be certain that the goods were being shipped from Hong Kong.

There has been considerable recent evidence of fraudulent use of UN documents. Some traders have tried using UN clearance letters for exports from countries other than the agreed one. Offenders will be dealt with in accordance with the relevant laws.

Another point worth mentioning is that licences are issued to individual traders outside Iraq and not to companies in Iraq. Permissions are therefore never given to customers in Iraq.

Some of the goods on the list may be acceptable to the UN Sanctions Committee. The trader is obviously free to submit applications for exports from Hong Kong for consideration.
