OVERFLYING YUGOSLAVIA
1.
YOU WILL WISH TO BE AWARE THAT THE INTERNATIONAL AVIATION DIRECTORATE OF THE DEPARTMENT OF TRANSPORT HAS WRITTEN TO ALL UK AIRLINES TO INFORM THEM OF UPDATED ADVICE ON OVERFLYING YUGOSLAVIA. THE TEXT OF THE LETTER IS AS FOLLOWS:
BEGINS:
Following a recent review of our advice on overflying Yugoslavia, you will wish to note that the advice in respect of Croatia and Serbia has been changed until further notice. The new advice removes the restrictions on overflying the entry/exit point "Hodun" and the operation of flights into Zagreb Airport. The remainder of the advice is unchanged.
BOSNIA
HMG advises against the use of Bosnian airspace.
CROATIA
HMG does not advise against the use. of Croatian airspace north of a line Pula Airport - Zagreb Airport R22 - Zabreb/Budapest FIR Boundary, provided flights have the full and prior authorisation of the Croatian aeronautical authorities and are in accordance with their published ATC procedures.
HMG advises against the use of any other part of Croatian airspace.

MACEDONIA
HMG does not advise against the use of Macedonian airspace.
MONTENEGRO
HMG does not advise against the use of Montenegran airspace (see note below).
SERBIA
HMG does not advise against the use of Serbian airspace (see note below).
SLOVENIA
HMG does not advise against the use of Slovenian airspace below Flight Level 195.
Please note that while we are advising that the use of Serbian and Montenegran airspace is safe, the UN sanctions prohibit you from Landing or taking off at any airport in Serbia and Montenegro. However, as indicated in our letter of 9 June 1992, the UN sanctions do not prohibit you from paying money to, or for the benefit of, any person connected with Serbia or Montenegro providing unless payments are made to a blocked account in accordance with.
Treasury instructions.
The Republics of Croatia and Slovenia are members of ICAO and are responsible for issuing NOTAMS concerning their airspace.
In order to avoid any future confusion and by way of clarification, you should be aware that the above advice relates to the operation of scheduled and IT charter flights involving members of the public.
As indicated previously, the advice issued by the Department is just advice and you may decide to ignore it. Should you do so, would you please let us know so that we may notify the appropriate British Embassy representative in Yugoslavia.
