2. Thriftfine Ltd is a UK company owned by members of the Karic family as individuals. At present we regard these individuals as quote persons connected with Serbia or Montenegro unquote and therefore Thriftfine is itself subject to restrictions on both their trading and assets. Various members of the family are, however, seeking permanent resident status in other countries which, if successful, could change this position.

Goran Karic is a substantial shareholder in Thriftfine. The company is very closely monitored by both the Bank of England and DTI.
No evidence has yet surfaced to suggest that Thriftfine has contravened UK sanctions legislation. However, the activities of
the company will continue to be kept under close review. We should be grateful if you would provide full details of any transactions involving Thriftfine uncovered by your own investigation.

ALL the companies tested in second TUR are known to us as being part of the Karic group. Other affiliated companies include Karic Banka DD Belgrade: Karic Banka DD Nicosia: and Agro Karic Bank Moscow.
5. On the question of asking Hong Kong Bank to act (para 5 of first TUR) we believe Article 21 of UNSCR 820 requires member states to control the assets of companies such as Top Success Management Ltd since the facts given place it squarely within (c) of that Article. The UK, on the basis of previous UN resolutions, in fact placed financial controls on all such companies wef 1 June 1992. Resolution 820 confirms beyond doubt that we have the authority to take such action.
